Hey, Han,
If you mean to take it on board as cabin luggage, then no. The stroller is too bulky for that. With pretty much any airline, though, you CAN either check it in OR take it as either free or paid baby luggage (which you take up to the plane then it is taken from you by the stewards and returned when you get off). The conditions are different from airline to airline, so be sure to check the rules of your chosen one.
Can I use universal adapters to turn my Venicci into a double pushchair?

Unfortunately no, the Tinum is a single pram only, and cannot be converted into a double. It is not build to endure such a strain not the center of gravity would be ok with such a change, it may break or tip over at any given time.
I like the look of the Venicci Tinum however I have a few reservations... firstly, do people find the basket too small? Also, can I fit a cup holder onto the frame? Lastly is it compatible with the Joie Ilevel reclining carseat?

So, I'll start with the basket. Unfortunately, yeah, the storage space is rather small. It is not a large, spacious basket, and it's also not that accessible, even more so with the carrycot attached. So you cannot expect too much space in there, and if a large basket is a priority, this won't be a pram for you.
Next, about the drinks holder. Of course, you can attach one, just not an original Venicci one. There's no integrated attachment point BUT a universally fitting one (any uni brand will do) can be attached on pretty much any frame. Usually, such an attachment system involves screwing it on with the plastic screw system, not a hard thing to do. So yes, you will be able to put on a cup holder on the frame if you get a universally fitting one.
Lastly, about the Joie i-Level reclinable car seat. When ordering or in a baby shop, ask for Maxi-Cosi/Cybex car seat adapters for this stroller system. On those, you will be able to fit the Joie i-Level car seat. So, yes, with Maxi-Cosi/Cybex car seat adapters, the Joie i-Level can be clicked on the Venicci Tinum frame.

Is the Venicci Tinum car seat suitable from birth? My 5-week old baby’s head doesn't seem secure in the seat whilst driving. Is this a common problem? Also, does the car seat hood cover the car seat fully for when it rains?

Officially, yes, the car seat should be suitable right from birth. If you, however, opted for the car seat that is color-matched to the stroller, it is a car seat made for Venicci in Poland - a cheaper, simpler car seat, and for those, it is rather normal that they are a bit less comfortable for the babies (they often last shorter, too). It is very important to choose a good car seat with your stroller - such that is rated well in ADAC or similar official car seat tests. This one, unfortunately, isn't.
What you can do - well. If you don't use an Isofix base (or you can try not to use it with a base), try to adjust the angle so that the baby lies more and tighten it like that. You can also opt for a better - ideally in-the-car reclinable car seat (like a Joie i-Level), or one with a better lying position (like a Maxi-Cosi, e.g., Pebble, from my experience) - even a pre-owned one-child-used-it one would work and wouldn't be too hard on your budget.
Car seat hood-wise, this is normal. Car seats are not meant (and not even healthy) to use for longer periods of time outside - the optimal time for a baby to be in it is about 30 minutes (then a pause, if you need to travel more). This is what experts recommend, anyhow. That is why their hoods also are not the best in terms of protection - they only shade a bit. If you need more coverage, find a universal shade like one from Dooky or anything similar. Be sure to put it so that there's still airflow going in and out for your little one.
It is important for you not to leave your child with the head fallen forward - it could even suffocate, but the "least" could be a heavy strain on its neck, leading to later pains or other problems. Try to fiddle with the angle of the car seat - or, if nothing helps, sĺoom for another car seat instead.
