Parent reviews of the Hauck Eagle 4S
A very stylish, very urban choice great mainly for a shorter mum/dad. Not the most spacious, that is why the shorter parents (and their shorter kids) will make the most use of it. Also, kind of low to the ground. It will make you happy by its compactness and practicality in narrow spaces. Don't expect much suspension or any bells and whistles (and for sure no forest walks with this one), but as a simple, fashionable option for those less demanding (just like we were), it feels like a great buy! We counted on changing the system later on (around two years of our daughter) for a buggy.

Looks great and works, which is great for that price. Very much urban, but we bought it as such. I loved the 22kg weight capacity, but the seat is too small for a 22kg child anyway - I would enlarge the seat/backrest.

I believe it should be so that under the mattress / covers, two metal rods can be pulled in to make the carrycot flatter. It is not a huge space saving but it could help with storage.

Yes, the stroller can be folded with the seat facing the parent.
I would STRONGLY advise you against using it with a buggy board. This is a very cheap, flimsy model, and doesn't feel sturdy as it is - with a buggy board, you're risking of loosening it up, or even breaking something (not even talking about no space for your steps). So I must warn you not to use it with a buggy board if you want to keep it functional.

Is it possible to remove the fabric from the seat so I can wash it? At the lower part of the seat there is no way to remove the fabric...

Unfortunately no, the fabric is not meant to be removed nor washed in the machine. You will have to do it manually, by hand. Check this article of mine HERE – it will help you with stroller cleaning and maintenance tips.

Even though the Eagle is small and lightweight, as a reversible model, it is not an ultracopact stroller, and it doesn't meet the ultra-compact cabin luggage requirements in terms of folded dimensions. You can take it as the baby's luggage, but you cannot take it as a carry-on, sorry.

I will probably disappoint you, but the Hauck Eagle 4S is a cheap, simple stroller. The wheels are covered with EVA foam, which is the simplest material (read more about different wheel types and their characteristics and differences here), and they are SMALL. Like very small. Meaning any bump, hole, crack, sand, gravel will make the ride less smooth, and you and the baby will feel them. Also, you will see wear on the foam tires after some time.
About the curb-popping, that should be relatively good as the stroller features a rotating handlebar (read more about handlebar differences here). A pivoting pushchair makes it easier to adjust the center of gravity when going up kerbs BUT it is less sturdy and comfy for tall parents.
So there you go. You cannot expect much from such a small, cheaper pushchair - it will reflect the price. The wheels will also be reflecting that - I mean, that is quite normal. For basic urban streets, not a bad terrain, and undemanding parents, it will do well enough. If you expect more suspension, a more all-terrain ride, or a pram that will last well, I would suggest a higher quality brand and model. Lifting on a curb will be good enough if you set the handlebar to the lowest position that is still comfortable for you.
