What (compact) stroller will be compatible with Cybex Cloud Z2 car seat?

Actually, MOST bigger, more known stroller brands are compatible with Cybex (and Maix-Cosi, Joie, Recaro, Kiddy as they have the same attachment system) car seats. Any model that has an option of Max-CosiCybex adapters will be able to take this in, perhaps with the exception of some double strollers with very limited space between units (as this is a larger car seat).

Your compact budget-friendly stroller should be for how old kid? What use? As there are many options and different styles, and the more features it will have, the more expensive it will be. I will mention the Cybex Mios which would be budget-friendly only pre-owned, bt the small fold and the full-feature functionality is excellent for that site.

From the simpler ones, check the Joie Litetrax - a non-reversible model, but reasonably practical, and with adapters, it should work with your car seat.

Try thinking more about what you need and ask again - or maybe make a trip to a larger baby store and see some in real life to see what's out there and what is it you personally need.
