Baby Jogger City Mini GT2 Double: Will this model be suitable for unever, uphill and bumpy roads?

I live in an area where I do a lot of walking uphill and the terrains are quite uneven, lots of uneven ground etc. Seeing at the weight is 16kg, would this stroller be a viable option (would there be an option that you would this is more suitable?)

Yes, I would say this is a good choice. Sturdy, stable, with not huge but chunkier wheels, I personally would probably opt for this one, yeah.

An interesting all-terrain double option could also be the Mountain Buggy Duet (larger wheels, but a bit smaller seats), or the TFK double strollers, e.g. the TFK Duo - super versatile and all-terrain, however much heavier and larger (and also pricier).
