Can I travel in an airplane with this stroller in cabin?

No, unfortunately, you won't be able to travel with this in the cabin - the fold is unfortunately not as compact, and the stroller will not fit the cabin luggage measurements.
I see that the stroller is good up to 40lbs but I’m curious what weight or age you recommend to start being able to use the CX Rider stroller?

The CX Rider is a buggy, and a cheaper one at that, also design-wise. It is not too padded, nor is it a comfort stroller, so even with the recline, I would not start sooner than at least 6 months of age. YOu should only incline the seat if your child sat up without help already, otherwise use it in the reclined position till that happens.
End-of-use-wise, I believe you will be absolutely ok up to three years of your child (if it's not a too large / overly tall one). However, you have to count on the fact that the stroller will become harder to steer the heavier the child becomes.

My question is if I'm able to use an infant car seat with this stroller. Do you have any suggestions or would I need an adapter. Sorry, I'm an expecting mother and am not sure of the compatibility of the stroller with a newborn and such. I would appreciate any advice thank you in advance for your time!

I am sorry to disappoint you, but the Delta Children CX Rider Flat-Fold Stroller does not offer a travel system option as far s I know, so there's not (safe) way to attach a car seat tot he stroller, there are no adaptors nor any other means to secure a car seat to the stroller. You won't be able to use it with a car seat, just as a pushchair.
