Which kind of stroller is good for two kids 4yo and 8mo and cabin friendly?

Not sure I get the question. Do you search for a double stroller? If so, there are no cabin-approved doubles, I'm afraid, and you'll have to check it in or give away to the stewards (if baby's luggage, but you need to check the rules of your airline of choice). From actual double strollers, I will suggest Baby Joggers as their City Mini / City Mini GT2 lines are spacious for a 4yo and overall nimble and sturdy.

If we're talking about 1 stroller that should fit a 4yo and also an 8mo (not at the same time), I will strongly recommend the Joolz Aer+. That is, from my point of view, one of the most roomy cabin-approved strollers, and one of the only roomy ones with a recline good enough for smaller kids, too.
