what is the best ultra compact stroller for terrain? I have been looking and cant seem to find a good one.

You can't find a good one as there is none, forgive me. But ultra-compact mean occasional use travel stroller, and also the smallest frame they were able to make. That means making everything smaller (including the wheels, suspension mechanisms, thinner bars, etc.) = much looser, much less sturdier frame and feeling of any bump. Su for terrain, that's a no-go, meaning bumpy roads may even damage those small buggies meant for airport halls and shopping malls (which is what they were designed to be used in).
The closest to a terrain capable travel stroller would probably be the Emmaljunga Kite which has the option of changing the wheels for larger, a bit more rugged ones, so maybe check that one. Another a little bit larger wheels (but not all-terrain at all, frame built-wise), would be the Cybex Eezy S+². And the Joolz Aer+, again not all-terrain at all, is on the other hand one of the best build ones = a sturdier model than most.
