Regarding 2 position reclining sheets (no full reclining backrest), is the level suficient for newborn or quick nap?

Not sure if I understand you correctly here, however without a bassinet or a full lie flat, no seat should be used with a newborn. To not damage his or her neck and spine, you need a full, flat surface even for quick naps. Which is why even car seats are not recommended for more than 30 minutes at a time (unless they are reclinable).
A quick nap for an older child, a toddler (older than 1-1.5 year of age), can be done even without a full lie flat - it is, however, not as comfortable of course.
