I found a new Foundations three seat stroller for my grandsons daycare. But it won’t turn. Custodian tried to see the problem but couldn’t figure it out.

If it should turn, the wheels may be locked. Either you need to find a manual / and a lever or button on or near the front wheels and unlock them, or there is a problem with that, and it needs to be either cleaned or fixed at a service. Definitely check, and also read my cleaning and maintenance guide for strollers here, and if nothing works, you will need to find a repairman unfortunately.
