Yes, you can, but only in the fully reclined position. A chil that did not sit independently - without help - should not be in any other than a fully lying position.

It may be though that such a small baby will be a bit lost in the seat, the seat may be a bit big for it. In that case, use a thinner footmuff, a reduction insert, or a universal soft insert carrycot for the seat to make the child more secured and comfier in the seat unit.
