I looked at the Oyster Zero Gravity based on your recommendation but concerned about the positioning of straps. The highest position only just sits at shoulders and shes 11th months. Would it be an issue from the straps to begin below the shoulders?

I don't think it would - and they should be height adjustable in any case. I personally had an Oyster Zero (the first one), and I could fit my 4yo in it, so I don't think there will be a problem.
If truly unsure, try it out in a store if possible, with your child.
