In theory, yes, it is possible. YOu would need Maxi-Cosi/Cybex style adapters, and they can fit a Joie car seat, too. However, I did not see these adapters available for the City Tour 2 lately, not sure if they stopped making these, or just not having them in stock. You should, in any case, try to google 'Baby Jogger City Tour 2 Maxi-Cosi car seat adapters' and check if you can buy those in the country you live in - if they have these, you can attach a Joie i-Snug 2 carseat to the City Tour 2.
