I have the Maxi Cosi Siena and the bassinet feature has the harness seatbelts. Is that normal even for a bassinet stroller feature?

The bassinet of the Siena is convertible into a seat unit, which is why it has the harness in it. You can, if you really mind it, cover it with a blanket or a thin extra mattress (need to have made or bought separately). In any case, fort the seat setup, it is a safety feature and that's why it is there, so for this transforming type, yes, it is normal.
