Hi there,
I don't know which Moweo model you have. In any case, their wheels do come off, but not easily, you need to find the mechanism they are attached to, e.g. under the plastic around the place they are clicked in. There is, normally, no easy-removal mechanism.
If nothing works, try to clean and oil the moving parts in the wheels and brake, it might help. More about stroller cleaning and maintenance HERE in this article.
