Is the footmuff cover compatible with the stroller with the T bar bumper before I purchase both I wasn't sure? Thankyou.

Which footmuff is THE footmuff? Not sure what you mean; however, a "normal," classic footmuff will NOT fit the T-bar, no. You will have to find such that is made to fit such a bumper bar style or use the footmuff with the bar removed.
In any case, this is a very simple, occasional-use stroller, and I believe it was not meant to be used in winter, even if the manufacturer does offer their own footmuffs. Those, btw, will be compatible with the T-bar.
