We're looking for a lightweight stroller under 9 kg yet is capable of both world and parent facing, full recline, suitable for newborn all the way to 4 years. One handed and free standing fold is a must.
Budget is flexible, strolling will be mostly on paved roads and in shopping malls.

The best I can think of is the Cybex Mios, it ticks all of your boxes, and although a tight fit (it will always be a tight fit with a reversible pushchair), I had my 4yo in it just fine. For a newborn, I would get a cocoon or a good footmuff at least, as a newborn baby is always a bit awkward in a seat, to be honest. For me, this would be the choice I would make.
I actually cannot think of any other reversible model under 9 kilogras that would fit a four yours old.
