Joie Extoura

I probably would go for either a Hauck Universal Soft Carrycot, Britax Soft Carrycot, or Valco Baby Soft Cocoon. Easywalker's soft cocoon also fits rather nicely, and I personally also used Stokke Scoot's Softbag.

No, there is no carrycot for this pushchair. You could, however, use a universal soft cot/insert bag in the lie-flat position with your newborn - the ride will, however, not be as cushioning and comfy for such a little baby, as this is a very simple buggy for mostly occasional use/short trips.

The Joie Extoura comes with a usual 0+ car seat category, meaning a weight range of the baby from 0 to 13 kg. You will really use it from birth up till about 8 to 10 months of the baby, if you needed a reference.
Am I able to use a buggy board to this stroller?

Well, in theory, you CAN. If you take a universally usable buggy ride like a Bumprider or a Lascal, you should be ok fitting it to the pushchair's frame. On the other hand, this is a light-ish, not too sturdy stroller, so you have to take into account it might become wobbly, loose in the joints, or damaged over time. Even more so because of the reversible handle which makes the central point loose by design, the buggy board might make it quite much worse.
Also, with the handlebar quite close to the wheels, count on kicking the board quite a lot, and doing very very short steps.
