Unfortunately you need the Contours adapters, no other will fit that attachment system. I recommend writing to Contours customer service to ask about their availability, or, if nothing comes out of that, browsing classifieds and eBay as there, often, something can be found, even if pre-owned.
Can you have a toddler in the seat closest to parent facing out and an infant with a carseat adapter in the front facing parent?

There is the option to add the seat closer to the parent in the forward as well as rearfacing mode, and also a car seat adapter for the front seat - so, yeah, I believe that you can click the parts on in the setup you are asking for.
Can I disassemble the Contours Elite double stroller and fit it inside a luggage so it will be protected while traveling? Or should I just wrap it up when I arrive at the airport while removing the wheels and handlebar and the canopy and wrap up the rest of the stroller, including the seats?

You definitely won't be able to put it in any normal lugagle, it is too wide and bulky and irregular for that. If anything, you could perhaps fit it in the Bugaboo Comfrot Transport bag (I include a video below so you can see what I am talking about), but that won't be cheap and I personally wouldn't probably invest in that if you're not planning on using it regularly.
If it's just this one time or once ina. longer period of time, I would probably just use the wrap, to be honest.
Does the Contours Elite Option fit into head rack in an airplane?

No, pretty much no tandem stroller does, and this one is no exception - its size is far from a cabin-sized stroller, it is much bigger.
You can always, however, take it as the baby's free luggage and give it to the stewards at the entrance to the plane - they will give it back to you when getting off the airplane.
Does this older model of the Contour Options Elite accept the Contour Bassinet Attachment? Online, the bassinet says it is for the Contour Options Elite V2... but I am wondering if there is really and difference?

I am sorry to say you won't be able to use the newer bassinet on the older model as the attachment system seems to have changed. So the plastic click-on parts will not fit and not be secured on the older chassis, I am sorry.
A tip - for newborns, try to use the fully reclined seats combined with a Quinny Cocoon insert footmuff, the wedge in there will make the surface pretty much flat.
