The Chicco Liteway 3, also known as the New Liteway, is a version of the popular 2018 Liteway umbrella stroller. Unlike the previous second generation, the Liteway 3 features new fabric styles and a huge sun visor, so its hood provides much better protection. The combination of melange fabrics and glossy leatherette looks much more luxurious.
The smaller-in-size front wheels are single, providing a smoother ride through the city. The backrest of the seat unit offers five positions, including a flat recline that is suitable practically from birth. It is also possible to adjust the leg rest. The safety belts can be adapted accordingly, and you can use them comfortably, even for small babies.

Tall handles, with nice silver detail, but covered in foam. Fantastic hood with full coverage. Wipe clean legrest. Double rear wheels can get in the way. The bumper bar feels a bit too robust. Good for an umbrella buggy, and spacious. Just long after folding and a bit wobbly.

Is this Chicco Liteway stroller good for mild rough surface (say rough concrete roads), grass etc.?

This is an umbrella-style buggy with rather small front wheels, and as such, it will be ok on smoother surfaces, however, it will rattle and get loose on rougher, bumpier road. For a very occasional going through some grass or gravel, you'll certainly survive with this, however, for regular rougher surfaces, you'd need something with more suspension and a bit larger front wheels.

No, as an umbrella stroller, this one is rather long after folding and is certainly not meeting the requirement for a carry-on/cabin-sized luggage stroller.
The stewardesses will need to take this one when boarding and return it to you when you are getting off the plane.
