This is a hard one. Travel strollers are made so that they are for occasional, travel purposes, and so not the comfiest for normal use. And if you need a reversible one, that is something completely different and of course makes it heavier, more complicated. There are not my different ones than those you already mentioned. The Bugaboo Ant is a true cabin-luggage, ultra-compact sized stroller, so for that, it is the best, but otherwise, the Ant's seat is small, narrow, not fully reclinable both ways, and overall not a great value for money.
TheCybex Melio is not a cabin-sized stroller. The Cybex Eezy S-Twist is probably your best bet if parent-facing is a priority, yes. So that is probably what I would go for.
OR get a Babyzen Yoyo and a newborn kit with which it could parent face. It also makes a lot of sense and it's sturdier and longer-lasting, compared to, for example, the Ant.
