I have a (new) discontinued Silver Cross Pioneer/Wayfarer pram.
I need to understand which brand’s rotating car seat is compatible to attach to this pram.
Mainly from birth age, but ideally also up toddler size.

I am not sure what you mean by rotating car seat. I mean, there are reclinable car seats (like the Joie i-Level, Cybex Cloud, Kiddy Evoluna...), and those can go on any of those frames WITH adapters. You would have to have adaptors for your stroller and for these cars eats (it has a U-shaped attachment system).
About rotating car seats, those are usually the 0-18kg or 9-18kg categories that look like a chair of sorts, and none of that can be attached to (any) stroller frame. They are only meant to be used in the car. And if you, again, mean just the 0+ category that rotates on a base, any Maxi-Cosi/Joie/Cybex/Kiddy/Recaro/Nuna that has this feature can go on the frame if you can get your hands on the universal Maxi-Cosi/Cybex adapter. Try checking classifieds and eBay for that if you don't have one.
