I must say none of your picks is a dedicated all-terrain stroller. The best from these would be the Joie Finiti for sure. I wouldn't really use the Cybex Balios S or the Maxi-Cosi Adorra for terrain much, it's too much of a struggle, to be honest. If a reversible seat unit stroller is a must-have, and the budget is tight, you probably won't do much better than the Finiti anyhow. I would look at the Moon Resea S as well, if it's available where you live - it's a small but quite a sturdy stroller, to begin with. Don't expect any of these two to perform brutally well on rough terrain, but occasional grass and such they'll do.
A little more expensive, but still doable option is the Easywalker Rudey. Do check our Easywalker Rudey full stroller review here just to be sure if it's not worth it.
I will also mention the Polish Espiro Only, but here, the availability will be even more in question.
