Is the Joie Mirus allowed in flights? Will it fit in the overhead cabin?

No, unfrotunately, the Mirus is too large after folding to be accepted as cabin luggage. It can only be taken as either a ckecked-in, or the (often free) baby luggage that you take up to the plane and then is taken by the stewards and returned after you get off the plane.
