Without the bumper bar, ideally (removing and pushing it in the folded basket should be enough), the Goody Plus has dimensions that should be accepted as cabin luggage with multiple airlines, yes. However, each airline has different requirements and rules, so it is advisable to check its folded size of 56 x 46.5 x 25 (a little narrower w/o the belly bar) cm against the requirements of your airline.
