Hey, Amy,
Not as a carry-on luggage, for that, it is too large. You can check it in, or, with some companies, give it away to stewards when boarding and get it back when getting off the plane as 'baby's luggage.' You need to check your options for transporting a child's stroller with the airline of your choice.
