A compact stroller with a tall seatback and a high weight capacity with a bumper bar

Well, yes, those really really small strollers do have short backrests very very often. The Goody, even if rather spacious thanks to the space up to the hood, still has a fairly low seatback – check in the photos in the full Chicco Goody stroller review here.

The Silver Cross Pop is definitely much better off in the seat back height area, however, I wouldn't really recommend it unless you're totally fine with umbrella strollers and their two-hand manipulation and a bit rattly wheels (more here). If you are ok with that, however, it will definitely be a more spacious choice.

I'll also recommend the Joolz Aer and the new Bugaboo Butterfly here as they, even if not lying completely flat, have really high seatbacks for such small strollers. From the umbrella buggies, I will suggest almost any Maclaren - e.g. a Maclaren Techno Arc, as they are super roomy and comfy for even taller toddlers. These buggies don't officially have a bumper bar, but you can easily (and cheaply) buy one on Amazon/eBay/Aliexpress, as it is a very much wanted commodity, so they made universal fitting ones, particularly for Maclaren buggies.
